You have need to know how to open programs, how to run it. Basically if you know how to start a computer and shutdown then you can easily learn. Because most of the books comes with step by step process for beginners. So, you just have to be strong in your coding.

It really depends on the course. There are several different levels it could be targeted at. Discuss it with the course organiser, they can tell you what skills are prerequisites for it.

No you don't need to have a special knowledge to learn web designing. But you have to be computer savvy. and you should have very strong knowledge on web designing tools like Photo shop, Illustrator, and HTML coding which make you a good web designer and for that you need to enroll yourself to a good web design course.
