To clean your computers registry you will need to "BUY" a good registry cleaner program. I want to emphasize on the word "Buy" because there are a lot of free registry cleaners available but it's a terrible idea to even try a free registry cleaner. Free registry cleaners will not only just not fix computer errors they will cause damage to your system. When it comes to the free registry cleaners the programmers will put in malicious code and adware and spyware programs that will collect and transmit your personal information and in many cases end up leaving your computer so damaged that it cannot be repaired.
Reg Clean is one of the mo re advanced registry cleaner programs available as it can perform a variety of preventative maintenance tasks as well as removing malicious spyware and viruses that have infected your registry. Remember preventative maintenance can save you from a lot of unnecessary problems and one of the best preventative measures you can take is to purchase a reput able registry cleaner program and use it periodically to clean your registry of old, unused, unwanted and damaging data.

I will sigest that you repair Windows but not by using the repair normal procedure from the Installation disk. Here is how you can repair Windows without reinstalling and loosing everything. Put the Windows installation disk into the drive. Restart the computer and go to boot from CD. Once in there chose to install new version of windows instead of run a repair. press F8 to agree with the terms and conditions and the second screen will ask you if you want to install new copy of WINDOWS or you want to REPAIR an existing installation of WINDOWS chose to repair existing windows then press R on your keyboard and voila! providing you have your Windows product key you will see everything exactly the same as when you are installing new copy of Windows but all your programs and data is there. You might have to activate windows again . Hope this helps.

Having the actual error would be beneficial. However, it sounds like you've got some nasty little virus floating around on your machine. I'm going to assume you're running XP, though Vista would be similar I would boot your computer up in safe mode (hit F8 repeatedly while the computer is booting). This will get you into your computer without loading anything aside from the windows operating system. You should then be allowed to run software on your computer (though you won't be online). Then run anti virus, anti-malware and anti-spyware software on your computer in safe mode. (try Avast! for free home-use anti-virus if you don't have it. Malware bytes for your anti-malware and spybot S&D). While in safe mode, you should also back up any important or personal information on your machine to an external device. (external drive or burn to CD) *NOTE:* Copying anything off an infected machine can result in the virus coming back if the files are infected If nothing is detected on your computer, it is possible that any antivirus that you have removed the virus but not the modifications it made to your system. If you end up with no result from this, you have two options, take the computer to somebody to have them look at it (either a knowledgeable friend or PC repair place) or re-install your operating system completely (i'd recommend formatting the drive to erase anything left behind before doing the install BUT THIS WILL ERASE ANY DATA ON YOUR DRIVE). Best of luck
