Well, "computer engineering" doesn't really exist... you're half programmer, half hardware. But specializing in neither. If you're working on corporate systems, you'd likely have very little changed. Government will want people to periodically check and maintain the new system so some potential job opportunities. Programmers will get some opportunities as user-content companies are pushed into actively preventing piracy from happening... but that'll be using extremely complex algorithms for data-processing... I'm not certain computer engineering would work on such projects but... I'd imagine that as a computer engineer, you'd be primary headed for robotics... or writing drivers. Possibly low level programming... but... Either way, the law really is just about people turning blind eyes... by making the content provider responsible for it's content it PRO-ACTIVELY prevents piracy. And as many of the companies against the law are able to "increase business" from people committing piracy... well... they're spreading many lies.
