The PS3 always goes through the Playstation Network (PSN) which is going to slow things down a little. Your computer, meanwhile, connects directly to the test site, so it's not going through as many routers to get there. Honestly you should be happy that you're not seeing that much of a degradation. Comparing my PC to my PS3, I see a difference of about 10x. It makes those huge frequent system updates that Sony loves a pain in the rear as they now take over an hour to download. During this time, I can't use the PS3 for anything else, meaning I usually just give up and play my 360 instead.
