depends on the type of control you desire. If you want to remote into the computers on your network and control them like your at the computer(ie. graphical desktop w/mouse) you will need extra software. If that capability was a part of the operating system, it would be a serious vulnerability.

Remote control: start, run, type in mstsc. Then type in the IP address. If it doesn't work then the service is shutdown on the remote computer. Shutdown: start, run, type in cmd. Then type in shutdown -i (include the -), then you can click "add" and then type in the IP address of the PC and it'll turn it off.
