You can download Belarc Adviser a free program which will tell you all the programs and hardware loaded on your machine. I've never heard of a program that would tell you what upgrades to do. Is your computer fairly new? You can probably add RAM, upgrade your video card and sound card. Go to microsoft newsgroups and research window tweaks to add a little performance.
